In 1982, China Harbor Engineering Co., Ltd., a wholly-owned subsidiary of China Communications Construction Group, established a representative company in Hong Kong: Zhenhua Engineering Co., Ltd. (hereinafter referred to as Hong Kong Zhenhua or Zhenhua).
With over 1,200 employees, Zhenhua is committed to the philosophy of “Rooted in Hong Kong, Building for the People.” The company has undertaken more than 350 infrastructure projects spanning civil engineering, marine works, building construction, foundations, and environmental protection. It also engages in diversified businesses such as trade procurement, machinery, and equipment leasing.
Our visionary and reputable approach has secured CHEC eminent enterprises such as the Hong Kong-Zhuhai-Macao Bridge, the Integrated Waste Management Facility Phase 1 (I·PARK 1), the third runway of the Hong Kong International Airport reclamation projects. Over the years, Zhenhua has undertaken reclamation projects covering an area exceeding 2,200 hectares, equivalent to one-third of Hong Kong Island. The company has completed project contracts worth over HK$200 billion.
Hong Kong Zhenhua holds the highest-grade public works qualifications in five categories: Buildings, Port Works, Roads and Drainage, Site Formation, and Waterworks. (CCCC) – a Global Fortune 500 company, it explores the overseas market on behalf of the CCCC. CHEC’s more than 90 branches (subsidiaries) and representative offices around the world presently conduct business in over 100 countries and regions with more than 20,000 employees undertaking hundreds of international projects whose total contract amount is over USD 40 billion.

ZHEC’s development over the last 40 years has kept pace with the local society, growing from a small engineering subcontractor to an integrated business entity. ZHEC has applied its high-quality performance to carrying out more than 330 projects, which cover numerous mega-scale projects, including the Hong Kong-Zhuhai-Macao Bridge, Third Runway of Hong Kong International Airport, etc. Growing and progressing with Hong Kong, we have built more than 253 new infrastructures of all kinds for Hong Kong, contributed more than 2,200 hectares of reclaimed land, equivalent to one-third of Hong Kong Island, of which more than 1,000 hectares were completed independently, and made our own contribution to Hong Kong’s environmental protection and livelihood, road connectivity and other important development areas.
ZHEN HUA Engineering Co Ltd was established in Hong Kong and as a representative company of China Harbour Engineering Co Ltd.
The first landfill project was awarded. Since the mid-1980s, ZHEC has been actively involved in landfill projects in Hong Kong, and the relationship between ZHEC and Hong Kong’s environmental protection and livelihood has been inextricably linked since then.
ZHEC established “CHINA HARBOUR GREENTEC COMAPNY LIMITED” to further develop the environmental protection industry in Hong Kong and the Greater Bay Area.
ZHEC was awarded the tender for the Chek Lap Kok Airport Platform Project and other core development civil works in Hong Kong, opening a new chapter for the company in airport-type construction projects in Hong Kong.
ZHEC entered the Myanmar contracting market, undertaking the design and construction of the Dilawar Container Terminal project in Yangon, Myanmar, and the Myanmar ZHEC Company Limited was established to co-ordinate the development of ZHEC’s business in Myanmar, and became the largest construction contractor in Myanmar at that time. Since then, it has provided infrastructure services in Brunei, Sri Lanka, Indonesia, Panama, Bangladesh and other countries.
ZHEC took a stake in HONG KONG LANDSCAPING (INTERNATIONAL) LIMITED, continuing its traditional strength in marine engineering, and participated in the Disney Phase I reclamation project.
Using advanced biochemical treatment technology, ZHEC achieved a remarkable solution to the perennial pollution problem of the Shing Mun River. The project was the largest biochemical treatment project of its kind in the world at the time. Faced with technical difficulties and many variables, ZHEC delivered a successful answer, setting an important milestone for the river environmental improvement project and opening up a new landscape for water pollution treatment and environmental protection.
There was a surge in the amount of construction waste in Hong Kong, which put tremendous pressure on the disposal of construction waste in Hong Kong, and under this circumstance, a joint solution to construction waste between Guangdong and Hong Kong was conceived. The project has achieved the goal of “turning waste into treasure” and has greatly relieved the pressure of having no place to rehouse surplus public fill in Hong Kong.
ZHEC has been involved in a series of projects for the Hong Kong-Zhuhai-Macao Bridge.
The Hong Kong-Zhuhai-Macao Bridge (HZMB) Hong Kong Section Project is also a significant milestone in the history of the development of ZHEC in Hong Kong. ZHEC is deeply involved in the Hong Kong section of the HZMB, carrying out over 75% of the project work, including the reclamation of the artificial island of the Hong Kong Boundary Crossing Facilities (HKBCF), the Hong Kong Link Road project, the Boundary Crossing Facilities – Infrastructure Works Phase 1 (Western Portion), the Boundary Crossing Facilities – Vehicle Clearance Plaza, ancillary buildings and facilities.
In 2016, the company won the bid for the reclamation project of the third runway at Hong Kong International Airport. This project is one of the world’s largest single land reclamation initiatives. The runway, spanning 3,800 meters in length, involves reclaiming an area of 650 hectares, equivalent to the size of 34 Hong Kong Victoria Parks. The third runway is set to significantly increase the annual passenger capacity of Hong Kong International Airport to 120 million and its cargo handling capacity to 10 million tons, thereby reinforcing Hong Kong’s position as a global aviation hub and a key node in the Belt and Road Initiative.
ZHEC won the tender for the Hong Kong Integrated Waste Management Facilities Phase 1 project, which is the first integrated waste treatment facility in Hong Kong and another major strategic achievement of ZHEC’s foray into new areas such as environmental protection and livelihood.
In 2023, China Harbour Engineering Co. Ltd (CHEC) and the Hong Kong Polytechnic University (PolyU) have collaborated to establish the China Harbour–PolyU Joint Research Centre for Land Development (JRC). The JRC aims to address critical engineering challenges in land development and infrastructure, particularly in marine reclamation and marine engineering, for Hong Kong, the Greater Bay Area, and the nation at large. It will jointly promote technological advancement and breakthroughs in areas such as green and low-carbon construction, artificial island and floating structure development, and smart city development, contributing significantly to the economic and social progress of Hong Kong, the Greater Bay Area, and the country.
In 2024, the company was awarded the contract for the construction of the public recreational space at the North Point East Coast Park Theme Area in Hong Kong. While enhancing the transportation connectivity between the waterfront promenade and the urban area, the project will adopt a human-environment harmonious design to fully elevate the cultural appeal of the region. It aims to create a thematic atmosphere centered on “Vibrant Waterfront” and “Urban Garden,” providing citizens of Hong Kong with an improved urban leisure environment.
